Abstract
The research on the factors affecting the success of government agencies in
building acceptance for housing development in the Din Dang district aimed to observe the
process of government agencies in building public acceptance and exploring the factors affecting
the success in building acceptance for improving the community in the Din Dang district, Bangkok.
This was qualitative research with the key performance, including 4 responsible government
officers, 6 people and the leader in the Din Daeng community were interviewed in-depth. The
collected data was analyzed through the theory and related research. The results showed that
the key process initiated by the public survey and hearing for modifying the operation process.
Besides, changing attitudes, supporting and encourage the people participating the housing
improvement as well as education and monitoring. Those were consistent with the new public
service (NPS) and governance process. The success factors included: personal factors, namely, (1)
openness to new things and coping with uncertainty, as well as (2) knowledge and understanding of
impact; operation factors, such as (1) public participation, (2) transparency, accountability, (3) equality,
(4) leadership and (5) seamless policy and good administration; and other factors, such as knowledge
of staff. The findings could be applied to nearby communities in terms of the issue of building
acceptance. In addition, it could be used as a guideline to create public acceptance for housing
development and propose policy for the responsibility of government agencies.
