ความเป็นชายในถ้อยแถลงนโยบายต่างประเทศไทยของจอมพล สฤษดิ์ธนะรัชต์และ พันเอก (พิเศษ) ดร. ถนัด คอมันตร์ พ.ศ. 2502-2506

Abstract

งานวิจัยชิ้นนี้ศึกษาความเป็นชายในถ้อยแถลงนโยบายต่างประเทศไทยของจอมพล สฤษดิ์ ธนะรัชต์ และพันเอก (พิเศษ) ดร. ถนัด คอมันตร์ ระหว่าง พ.ศ. 2502 - พ.ศ. 2506 มีวัตถุประสงค์เพื่อวิเคราะห์และอธิบายความเป็นชายแบบไทยในถ้อยแถลงดังกล่าวอันจะแสดงให้เห็นว่านโยบายต่างประเทศไทยที่ถูกนำเสนอผ่านถ้อยแถลงนั้นมีมิติทางเพศภาวะ งานวิจัยชิ้นนี้เป็นการวิจัยเชิงคุณภาพ เก็บรวบรวมข้อมูลถ้อยแถลงนโยบายต่างประเทศซึ่งเป็นแหล่งข้อมูลปฐมภูมิโดยใช้วิธีการวิเคราะห์วาทกรรม (discourse analysis) ซึ่งประยุกต์ใช้ทฤษฎีความสัมพันธ์ระหว่างประเทศสายสตรีนิยมและเพศภาวะ และแนวคิดการวิเคราะห์วาทกรรมนโยบายต่างประเทศของ Lene Hansen ผลการศึกษาพบว่า ถ้อยแถลงนโยบายต่างประเทศไทยของจอมพลสฤษดิ์ และ ถนัด มีอัตลักษณ์เป็นความเป็นชายแบบไทย ซึ่งถูกสร้างขึ้นผ่านกระบวนการเชื่อมโยงและแยกแยะทางวาทกรรม โดยกระบวนการเชื่อมโยงคือ การเชื่อมโยงความเป็นชายกับความเป็นไทย ได้แก่ ประวัติศาสตร์ชาติไทยและการต่อสู้เสียสละของพระมหากษัตริย์และบรรพบุรุษไทยเพื่อรักษาเอกราชสถาบันพระมหากษัตริย์ชีวิตที่มีเสรีภาพของคนไทย พระพุทธศาสนา และหลักการปกครองแบบพ่อปกครองลูก และ กระบวนการแยกแยะคือ การแยกแยะความเป็นชายแบบไทยออกจากความเป็นอื่น ได้แก่ ความเป็นอื่นที่เป็นภัยคุกคาม คือคอมมิวนิสต์และความเป็นอื่นที่เปราะบางคือคนไทยที่อ่อนแอ คนไทยในชนบท และคนไทยที่มีความบกพร่องทางปัญญา ความเป็นชายแบบไทยดังกล่าวปรากฏใน 6 ด้าน ได้แก่ 1) ด้านอำนาจและการปกครองตนเอง 2) ด้านพละกำลัง 3) ด้านจิตใจและอารมณ์ 4) ด้านการใช้เหตุผลและวุฒิภาวะ 5) ด้านความก้าวร้าวและการใช้ความรุนแรง และ 6) ด้านการปกป้องและการปกครองดูแล ซึ่งเป็นวาทกรรมที่ทำให้อัตลักษณ์และนโยบายต่างประเทศมีความหมายร่วมกัน (co-constitutive) และสร้างความชอบธรรมให้กับนโยบายต่างประเทศของรัฐบาลจอมพลสฤษดิ์ในบริบทของสงครามเย็น นอกจากนี้ยังพบว่ามีการจัดลำดับชั้นของความเป็นชายในถ้อยแถลงนโยบายต่างประเทศไทยของจอมพลสฤษดิ์และ ถนัด ที่แตกต่างกันไปตามลักษณะของความสัมพันธ์ซึ่งส่งผลต่อการแสดงออกของความเป็นชายแบบไทยที่แตกต่างกันออกไป โดยมีการแสดงออกเพื่อให้ได้รับการยอมรับจากมิตรประเทศฝ่ายโลกเสรีและสปอ. ซึ่งมีความเป็นชายที่เหนือกว่า แต่ในขณะเดียวกันก็พยายามปกป้องอัตลักษณ์ของตนเอง และยังตอบโต้กลับความเป็นชายที่เหนือกว่าดังกล่าวเมื่อเกิดความขัดแย้งกันในกรณีวิกฤตประเทศลาว และมีการแสดงออกถึงความเหนือกว่าต่อความเป็นชายที่อ่อนแอกว่าของประเทศเพื่อนบ้านในอินโดจีน

This research examines masculinity in the foreign policy statements of Field Marshal Sarit Thanarat and Senior Colonel Dr. Thanat Khoman from 1959 to 1963. The objective is to analyze and explain Thai masculinity in their statements, demonstrating that Thai foreign policy presented through their statements has a gendered dimension. This qualitative research collected foreign policy statement data, which served as primary sources, employing discourse analysis that applies gender and feminist international relations theories, as well as Lene Hansen's approach to foreign policy discourse analysis. The findings reveal that the foreign policy statements of Sarit and Thanat were characterized by a Thai masculine identity constructed through discursive processes of linking and differentiation. The linking process connected masculinity with Thainess, including: Thai national history and the struggles and sacrifices of Thai monarchs and ancestors to preserve independence, the monarchy, the free life of Thai people, Buddhism, and the paternalistic governance principle. The differentiation process distinguished Thai masculinity from otherness, namely: threatening otherness represented by communists, and vulnerable otherness represented by weak Thais, rural Thais, and intellectually disabled Thais. This Thai masculinity manifested in six dimensions: 1) power and autonomy, 2) strength, 3) mental and emotional capacity, 4) rationality and maturity, 5) aggression and use of violence, and 6) protection and governance. This discourse created a co-constitutive meaning between identity and foreign policy, and legitimized the foreign policy of Sarit's government in the Cold War context. Additionally, the study found a hierarchy of masculinity in the foreign policy statements of Sarit and Thanat that varied according to the nature of relationships, which shaped different expressions of Thai masculinity. Thai masculinity was expressed to gain recognition from Free World allies and SEATO, which possessed superior masculinity, while simultaneously attempting to protect its own identity and also contesting this superior masculinity when conflicts arose in the case of the Laotian crisis. Furthermore, there was the expression of superiority over the weaker masculinities of neighboring Indochinese countries.
