Abstract:
The objectives of this research were to (1) study policies, guidelines or measures in executing the prevention and suppression against corruption, and (2) compare guidelines or measures in executing the prevention and suppression against corruption among existing governments during B.E. 2551 –2561. The study used qualitative research method by collecting data from existing literaturessuch as government gazettes and National Anti-corruption Commission.Then all data will be conducted in content analysis. The results from this study found that the measures and policies of the three governments were almost matters related to all government officers and politicians. For examples, the transparency in operational systems, administration on the basis of good governance, upholding in merit system of the civil servants' appointments and transfers, etc. Matters related to population were such as supporting the social values building in adherence to integrity, establishing moral standards, which all ofthese were abstract measures, yet ones' social values and behaviors did not change. This caused the corruption ongoing and difficult to remedy. Therefore, the Corruption Perception Index (CPI) points are similarly 35 –38 out of 100
