Abstract:
The research on survey and monitoring on legal reform process of Thailand aims to 1) monitor and assess the implementation of legal reforms; and 2) know problems and recommendations for the implementation of legal reforms. This research was a qualitative research with document analysis, focus group discussion, semi-structured interview, and workshop group meeting.
The results found that there were 3 reform activities that have been successfully implemented and achieved according to the indicators and goals that have been set as follows: (1) provide a mechanism for repeal or amendment of laws that create burdens or hinder the lives or occupations of the people; (2) provide a mechanism to determine the government agencies having the duty to control, supervise, and enforce compliance with the law. Implementing technology in action to increase law enforcement efficiency; and (3) provide a mechanism to assist people in preparing and initiating laws. However, there are problems to implement due to the number of plans involved in legal reforms. In addition, the legal reform process is complex, resulting in problems in the implementation of the policy. Therefore, the implementation of national legal reforms should be set into 3 phases: short-term measures; medium term measures and long-term measures according to 4M management principles.
