Abstract:
This research has the following objectives: (1) to study the obstacles to proper management of public sidewalks for people in Bangkok; (2) to study ways to solve obstacles to the proper management of public sidewalks for people in Bangkok. The qualitative research was conducted with key informants to fulfill the first objective, including a representative from the Construction and Renovation Office of the Public Works Department of Bangkok, (one person), a representative from the evaluation group, the Office of Standards and Evaluation, Department of Highways, Ministry of Transport (one person), and the owner of the Facebook Fan Page of The Sidewalk Worldwide Sidewalk (one person). The second objective included a representative from the Construction and Renovation Office of the Public Works Department of Bangkok, (one person), a representative from the Healthy Lifestyle Promotion section of the Thai Health Promotion Foundation (Sor Sor Sor.), (one person), and a representative from Thai Urban Designers Association (one person). In the first objective, the Bangkok Metropolitan Administration had obstacles in managing public sidewalk according to POLC management theory, as follows: (1) Planning: the Bangkok Metropolitan Administration did not plan public sidewalks to suit the context of each area; (2) Organization: the Bangkok Metropolitan Administration used a governmental management system so there was a chain of command that made it less flexible; (3) Leading: In the past, the leader did not pay much attention to the management of public sidewalks; (4) Controlling: the public sidewalks of the Bangkok Metropolitan Administration are being exploited by thieves, due to loose control of the area. In the second objective, (1) Planning: the Bangkok Metropolitan Administration must increase the participation of people in the area for people to jointly plan public sidewalks to suit their own areas; (2) Organizing: the Bangkok Metropolitan Administration applied technology to manage information and distribute workload among personnel more conveniently and faster; (3) Leading: Leadership affects the morale and morale of personnel which makes the staff more enthusiastic and attentive to public sidewalks; and (4) Controlling: the Bangkok Metropolitan Administration must increase the penalty if illegally using the wrong type of public sidewalk. and requiring permission to be requested every time to make it easier to track and control the use of other agencies.
