Abstract:
This research the objectives are 1) To study ways to increase the efficiency of personnel budget
management. and 2) To propose new guidelines for salary disbursement of employees. It is a research
model of qualitative research by in-depth interview by selecting a specific sample, namely, personnel from
non-formal universities, namely Chulalongkorn University, Mahidol University, King Mongkut's Institute of
Technology Ladkrabang and Srinakharinwirot University, 8 people conducting content analysis.
The results showed that 1) Efficient personnel budget management is important for universities to
maximize resource allocation and minimize losses. By defining administrative processes and policies with
the participation of an HR committee and modern tools such as SAP and payroll services, regulations and
policies are met. Prepare a strategic plan that is in line with personnel management and the overall strategy
of the university, and 2) A new approach to salary disbursement for employees. The existing university
payroll system should be improved. Therefore, migrating your payroll system to SAP4 HANA will increase
your convenience, accuracy and faster report generation. With an advanced system that offers
comprehensive reporting and data analysis. Pay attention to advance notice of resignation to reduce the
need for reimbursement. Employee classification and accuracy to reduce misunderstandings in personnel
records and facilitate streamlined processes. Allocation of reserves sufficient for future personnel expenses.
