Provincial inspection was first begun when Prince Damrong became the
Minister of Mahatthai (Civil Affairs). It aimed to organize the provincial
administration into the governance of the Ministry of Mahatthai. Authority and
function of provincial officials were also regulated. Provincial inspection was a
key process of the centralization which helped to change and cancel the old
ruling system and create the understanding of the new system. Thus, the provinces became a part of the kingdom. Provincial inspection also helped to respond to external threats. |

การตรวจราชการหัวเมืองเริ่มมีขึ้นเป็นครั้งแรกเมื่อสมเด็จฯ กรมพระยาดํารงราชานุภาพ เป็นเสนาบดีกระทรวงมหาดไทย เพื่อจัดระบบการปกครองหัวเมืองให้เป็นแบบเดียวกันภายใต้กระทรวงมหาดไทยเพียงกระทรวงเดียว จากที่เคยอยู่ใต้ 3 กระทรวง และมีการกําหนดหน้าที่ความรับผิดชอบของข้าราชการทุกระดับในหัวเมืองไว้อย่างชัดเจน การตรวจราชการหัวเมืองจึงเป็นทั้งการแก้ไขยกเลิกวิธีการปกครองแบบเก่า สร้างความเข้าใจใหม่ ทําให้หัวเมืองรวมเป็นส่วนหนึ่งของราชอาณาจักร และสามารถรับมือกับการคุกคามจากภายนอกได้ดียิ่งขึ้น |
