แนวทางการพัฒนาศักยภาพการทำงานของสภาองค์กรชุมชนในเขตกรุงเทพมหานคร: กรณีศึกษา สภาองค์กรชุมชนเขตยานนาวา

Abstract

This research aimed to study the development, potential and problems of the Yannawa Community Organization Council. This study used the James Mckernan’s Theory, 3 concepts of action research are: 1) encouraging people (sample group) to understand in various situations and problems. 2) systematic problem solving. 3) illuminated the society situations, then analyzed follow by purposes and conclusion from variety dimension data. The research findings that the second work agenda of the Yannawa Community Organization Council began to be more proactive by setting up a knowledge forum and motivating people to participate in the development planning formulation process. The potential of the community organization council has many aspects, such as perception of its roles. more than ever. The people participation in the public forum was used to solving problems both of the community and the district level. Also, adapted to a variety of flexibility base on issues and purposes. Its operation focused on the community’s problems, actively monitoring in knowledge management forum. The consultants have expertise to convince the participants of public forum. The community organization council contributed to create the Development Planning of Yannawa District. (2014-2017) and raised the housing problem is "1 hot Issue 1 plan of district". There are collaborations between communities in Yannawa District with another areas and their partnerships. These are the basis of the realization for development participation and citizen awareness that encourage democratization in local. The problems of the community organization council are: there are some people in the communities have been still not awake and do not understand the roles and performance of the community organization council. The budgetary constraints affected to its management and movement. So the guidelines for potential development are that the community organization council still provide knowledge and information about its roles in order to develop the public acknowledgement and has accepted usefulness of public forum. Also, should provide a housing discussion through district forum. The district level should select important issues bring to provincial forum discussion and to provide national policies to encourage the implementation and resolution for the district level such as the budget subsidization. There should also be a working group of the provincial level become as a mentor to empower the district level.
