dc.description.abstractThis mixed-method study aimed to investigate the problem in the implementation of PMS and propose the framework for PMS development. The qualitative methods were applied: 1) site visit evaluation of the good agency on PMS implementation; 2) in-depth interviews with 25 executives from public and private sector; 3) focus group with the supervisors, reviewees, human resource officers, and civil servants. The quantitative method was correlational study by using the questionnaire with α = 0.61 - 0.98 from 1,258 Thai civil servants. The results revealed: 1) Thai civil servants still lack knowledge and understanding in implementing; 2) factors of social support, behavioural pattern, personal values, and organisational culture could predict PMS implementing with 33.90%; 3) the effective PMS implementation should focus on encouraging the awareness, positive attitude and strictly to the instructions on performance management, and increasing on internal organisation communication and related to salary promotion and reward.
